President Joe Biden traveled to Joint Base Andrews to warn Americans that the country would see “another tough hurricane season,” but it is what he did before he sat down to speak that has people talking.
After the 15 minute flight, the President was seen looking glassy-eyed and slack jawed as he shuffled to his seat to deliver his address.
He did his typical mumble to other people on the video.

He responded, “Well – we’re making that decision now. Thank you.”
