On Thursday, President Joe Biden is being made fun of again after he seemed to shake hands with someone who was not there at the Israeli Presidential Medal of Honor ceremony in Jerusalem he attended with Israel’s President Isaac Herzog. Watch near the end of the ceremony where Biden seemed confused and stuck his hand out as if to shake someone’s hand.

The incident drew condemnation from Republicans online. RNC research posted the clip along with a caption quoting Biden’s Chief of Staff Ron Klain: “His Fitness, his vigor, is beyond question.”

Herzog can be seen leading Biden to his seat as Biden points awkwardly.

“Shaking hands with the air yet again,” replied one person.

“Shaking hands with the ghost again,” said Skip Duncan on Twitter.

Another person labeled it an “absolute embarrassment” and another person called for lawmakers to invoke the “25th already” to remove Biden.

Many conservatives see these moments as signs of Biden’s cognitive decline.

The Israeli Presidential Medal of Honor is given to people who make strong contributions to Israel. It’s been awarded to 26 people since they began the program in 2012. Biden is the first person to get the award since 2014. Former President Bill Clinton and Barrack Obama each received one.

“You have been a faithful, lifelong friend of the state of Israel and the Jewish people. Your tireless advocacy of the enduring U.S.-Israel partnership in word and in deed has withstood the test of time,” Herzog told Biden.

Biden will be traveling to the West Bank and Saudi Arabia to cap off his four day trip, according to the Washington Times.
