In a stunning interview with Tucker Carlson, former President Donald Trump has suggested that the US Deep State was behind the attack. In his February 2022 report, Hersh asserted that the explosives were planted by US Navy divers during the BALTOPS 22 NATO exercise in June 2022. The devices were detonated three months later using a remote signal sent by a sonar buoy.

Furthermore, Hersh accused then-President Joe Biden of making the decision to blow up the Nord Stream pipelines. He reportedly saw being a war president as an opportunity to get re-elected. During a speech at the National Press Club in Washington, D.C., Hersh accused Biden of sabotaging the pipes as an election strategy.

In a press conference two weeks before the Russia/Ukraine conflict began, Biden warned that the US could end the pipeline if Russia invaded Ukraine suggesting that the Biden administration may have played a role in the pipeline explosions.

In January, State Department official Victoria Nuland promised that the Nord Stream 2 pipeline would not proceed if Russia invades Ukraine.
