And at the time, he believed he did have the power to do it. Just a short perusal of his statements at the time indicates this is the case.

        No, a president cannot legally force a lock down on the nation on his own, and you are right it is the state and local governments who do the factual lock downs. But what a president can do is set the stage for those government to do just that. The first step is spreading fear amongst the populations. Excessive and faulty testing for instance. This along with fraudulent certifications caused a massive number of death reports. Fear was wide spread. But there was also massive amounts of disinformation being presented, such as no natural immunity, everyone is at risk, especially children. Then you present your experts recommending lock downs and write a policy for lock downs. Finally you make it financially attractive to lock down and collect part of the 5 trillion dollars of federal wealth being thrown around.

        Can US Presidents lock down the nation? 2020 is absolute proof positive that, yes, in fact they can do it. It is not a legal power of theirs, but through manipulation and the abusing the weakness of politicians and bureaucrats to being held responsible for their own decisions, it is easy enough for recommendations to become defacto orders.
