I work in government contracting and we have strict protocols about documentation changes - everything has to be logged and justified. If a contractor did what the FBI is doing here, we'd lose our security clearance. Different rules for the deep state I guess.

Exactly right. Any material changes to case files require supervisor approval and documentation. This is basic stuff they teach in training.

Why would they need to change code names unless they were trying to hide something? This smells like obstruction to me.
