As someone who works in the private sector and has dealt with these agencies for years, I can tell you firsthand that most of these positions were completely redundant. My small business had to deal with 3 different EPA offices for the same permit - ridiculous waste!

From what I've read, it looks like it was spread across multiple agencies but yes, IRS took a big hit.
