From what I've read elsewhere, it's mostly about limiting when and how arrests can be made. Basically handcuffing law enforcement.

I live in Arizona and see firsthand what our border agents deal with. My neighbor is retired ICE and he says morale is already at rock bottom. These new rules will only make things worse for the brave officers trying to do their jobs.
