My grandfather was a guard at a federal prison for 30 years. He always said the biggest problem was overcrowding and inmates having too much freedom to cause trouble.

I live in the Bay Area and can see Alcatraz from my office. It's just sitting there empty while we have a crime crisis. This makes perfect sense.
