Former Milwaukee County Circuit Judge Hannah Dugan learned the hard way that no one is above the law – not even corrupt judges who think they can obstruct federal immigration enforcement with impunity.
Dugan, who was convicted of concealing illegal alien Eduardo Flores-Ruiz from ICE agents, just received devastating news from the court that her appeals have been exhausted and her conviction stands. The disgraced former judge had the audacity to claim she was "immune" from prosecution because of her judicial position after helping the Mexican national – who was facing domestic violence charges – escape through a courthouse side door in April 2025.
The whole shameful episode was caught on video, showing Dugan actively obstructing federal law enforcement as they attempted to apprehend Flores-Ruiz. But instead of accepting responsibility for her lawless behavior, Dugan doubled down and tried to hide behind judicial immunity – a legal doctrine meant to protect judges making legitimate court decisions, not those actively breaking federal law.
