Democrats' biggest online fundraising machine is suddenly tightening its donor screening — but only after House Republicans caught it with its hand in the cookie jar, according to a new letter obtained first by Fox News Digital.

ActBlue has rolled out a new passport verification program, the platform confirmed to Fox News Digital, just days after House GOP investigators accused the operation of potentially accepting foreign donations for American political campaigns. The timing is not subtle.

ActBlue is the go-to cash pipeline for scores of Democratic candidates, from local school board hopefuls all the way up to House and Senate leadership. The platform says it actually paused donations from Americans abroad back in 2025 — a claim Republicans say doesn't square with what their investigation turned up.

House Committee on Administration Chairman Bryan Steil, R-Wis., wasn't buying the cleanup act. He said the new verification step amounted to a confession.

Investigators are looking at how ActBlue screened donors who list addresses outside the United States. In a letter to Steil, ActBlue's own legal representative maintained that donations from people with foreign addresses required a passport number for verification, per Fox News Digital's reporting.

But the Republicans' report alleged the check was essentially cosmetic: the system "only ensures that the entered passport number contains a certain number of characters, not that it is a valid U.S. passport number," the report found. In other words, the platform wasn't verifying a passport — it was counting digits and moving on.

According to a report released earlier this month and first reported by Fox News Digital, employees appeared to be green-lighting donations even after questions surfaced about where the money was actually coming from.

That investigation is being run jointly by Steil's panel, the House Judiciary Committee under Chairman Jim Jordan, R-Ohio, and the House Oversight Committee under Chairman James Comer, R-Ky. Three committees, one target.

And it gets worse. Ten top figures inside the company — executives and founders among them — have taken the Fifth Amendment to avoid answering questions in both public and private sitdowns with GOP-led committees, Fox News Digital reported. Not one of them has gone on the record to explain how the money flowed.

ActBlue has consistently denied wrongdoing in its responses to Fox News Digital and in its communications to House investigators, per that outlet's reporting. The platform's line has been that this is all a political hit job — "another political stunt," as its defenders put it, accusing Republicans of trying to silence organizing efforts before an election.

That argument is a tough sell when your own platform just changed the rules.

Republicans have argued in their report that the ActBlue letter to Steil was meant to assure the committee that passport verification was real. Their findings, they say, show the promise never matched the practice — and that the donation button stayed open to some very questionable sources until investigators started pulling records.

There are hard questions the committees want answered: How many donations came in from foreign addresses? Who processed them? What happened to the money? And how many of those donors were checked against anything resembling a real identity document? So far, the people with the answers have lawyered up and clammed up.

It is not yet known how many donations are affected, when the passport program formally went live, or whether any campaign has been notified its contributions were flagged. ActBlue has not publicly released the criteria for the new verification program or said whether it will re-screen past donations. Fox News Digital reported that ActBlue said it paused donations from Americans abroad in 2025; the platform has not detailed how that pause worked or who it covered.

Federal law flatly bans foreign nationals from contributing to U.S. political campaigns. Knowingly soliciting or accepting such money is a serious matter — the kind that has ended political careers in both parties. The committees have not alleged a specific criminal violation by a specific person, and no charges have been filed.

Our Take

Notice what just happened here. For months, ActBlue's answer to every Republican question was denial and dismissal. Ten of their own executives and founders wouldn't even answer questions — they pleaded the Fifth. Then, days after the GOP report dropped, the platform suddenly discovered passport verification. Funny how that works.

Americans watching this should ask themselves a simple question: If the old verification system was perfectly fine, why replace it the moment investigators came knocking? You don't remodel the safe after the cops show up unless you know something inside it doesn't belong to you.

The Fifth Amendment is a constitutional right, and nobody should be punished for exercising it. But let's be honest about what it looks like when the entire leadership team of the Democrats' money machine refuses to testify under oath about where the money came from. These are the same people who spent years telling you that anyone who questioned elections was a threat to democracy. Now they won't even explain how the contributions to their own campaigns were verified.

The three-committee probe isn't going away. Steil, Jordan, and Comer now have a documented admission-by-action — a verification upgrade that only showed up after the subpoenas. Patriots should keep the pressure on, demand transparency, and remember every Democrat campaign and committee that quietly routed its fundraising through this platform while the rules were this loose. Your vote is your voice. Make sure foreign money isn't drowning it out.

Does anyone know how ActBlue plans to implement these verification checks? I hope they’re not just window-dressing.

I always had doubts about ActBlue's operation. This is just confirmation of my worst fears.

Why did ActBlue need a GOP bombshell to do the right thing? Their delay is suspicious at best.

This kind of exposure is necessary to keep our elections secure. I'm glad the GOP is holding them accountable.

Agreed, without the GOP, this issue might have gone unnoticed.

This just proves what we've been saying all along. Foreign interference is real, and it's time the left takes responsibility.

Exactly! They've been ignoring this issue for too long.

Finally some action! They should have had identification checks in place from the start. Common sense!

I remember hearing about this issue months ago, and people just brushed it off. Glad to see it's getting airtime now.

Yes, it's amazing what gets swept under the rug until it's exposed.

If foreign donations can sway elections, what does that mean for our democracy? That's terrifying to think about.
